Yea, it definitely helps for more demanding games. The other thing is that upscaling can actually introduce more issues depending on the game and then require further adjustments of the settings. I have trouble playing GOW3 and cant even get to first save point, i only get up to auto save before fighting a minotaur and then game crashes. rig:3950x, 3080, 64gb ram. Push that GPU clockspeed up, bam, smooth 60fps the entire time. In both situations, when locked at a higher clockspeed, the GPU showed far less than 100% utilization, and yet, performed better. RPCS3 running God of War III shows increases in performance up to around 1200mhz or so, and yet only displays 45% GPU usage at that speed.
Unfortunately, recent AMD drivers also reintroduced the issue on Vulkan. That won't be an issue on Deck however, since the Linux drivers are a lot better, for both OpenGL and Vulkan. Given that the Steam Deck runs Linux, RPCS3 has one extra thing going for it: the AMD Linux Vulkan driver is extremely optimized.
